When you mark your iPhone as lost or erase it via FindMy iPhone, Apple automatically removes all Apple Pay cards from that device for security. These cards are not recoverable automatically, even If you find the device later.
What You Can Do If You Find the Device
Tip: If you had a backup of your iPhone, restoring from that backup will not restore Apple Pay cards — you’ll still need to re-add them manually for security reasons.
Yes, you can absolutely add a card again to Apple Pay, even if you previously deleted it.
